I have worked in enterprise technology for 25 years. In 2019, I led the AI implementation on a 1.9 petabyte structured data project at Microsoft enterprise scale, $2.2 million in operational saving, delivered in 83 days. I know what a platform looks like when it is winning at the infrastructure layer, and I know what it looks like when a technology product is being reported as successful while the underlying architecture bets are quietly failing. The Copilot numbers are the latter.

The data is not the whole argument. The data is the recognition moment.

Why the Microsoft bet seemed rational, and still does for most boards

The decision to commit to Copilot was not irrational when most organisations made it.

Microsoft is enterprise-grade. It has passed every compliance and procurement scrutiny that mid-market and enterprise organisations run their vendors through, while Copilot came bundled with Microsoft 365, a product that 450 million commercial users already pay for. The board conversation was easy: "We are already paying for it. The AI capability is included. We will roll it out." That is not a bad argument when the alternative is a standalone contract with a two-year-old AI company and a legal team that has never seen Anthropic's DPA before.

The IT familiarity argument was also real. Copilot integrated with Teams, Outlook, SharePoint, and Word, deployed by the same IT teams that had managed Microsoft environments for fifteen years. The rollout playbook was familiar. The governance model was familiar. The vendor relationship was familiar.

And the switching cost framing felt defensible: leaving Microsoft meant leaving the Microsoft 365 ecosystem, renegotiating licences, retraining people, and explaining to a board why the safe bet was being abandoned for an unproven one.

None of that reasoning was wrong. The logic was pointing at the wrong question.

The question most boards were asking: "Is Copilot a good enough AI product?" The question that should have been asked: "Is this the layer where the AI infrastructure race is being decided?"

Those are different questions. The answer to the second one is no.

What the Copilot numbers actually mean

Microsoft reported 15 million paid M365 Copilot seats in Q2 FY2026, January 2026. That sounds large until you contextualise it: Microsoft 365 has 450 million commercial subscribers. After two years on the market, Copilot has reached 3.3% of its own addressable installed base.

In any product category other than AI, 3.3% penetration after two years would be considered a commercial failure. Copilot is bundled with a product 450 million users already pay for, which removes the barrier of awareness, pricing, and availability. Users have access and are not activating. When distribution is free and the product still fails to reach meaningful penetration, the issue is not rollout execution. It is that people who try it do not find sufficient reason to stay.

The preference data confirms the mechanism. When users had simultaneous access to Copilot, ChatGPT, and Gemini in the Recon Analytics survey, only 8% chose Copilot as their preferred tool, down from 70% when Copilot was the only available option. Remove the monopoly condition, and the preference share collapses from 70% to 8%.

The 70% to 8% collapse reveals the mechanism: Copilot's reported adoption is mostly a function of what has been switched on, not what people choose to use when given a choice.

That is employer provisioning masquerading as adoption.

The largest single enterprise deployment: 470,000 Deloitte employees. That is not a startup capturing early adopters. That is enterprise market consolidation.

The more significant signal, though, is the product direction.

The organisations betting their AI architecture on the Copilot layer are not choosing a product. They are choosing a layer. And the layer they are choosing is the wrong one.

The architectural difference is not subtle. Copilot lives inside Word, inside Teams, inside the Microsoft 365 productivity suite, helping you write emails faster, summarising documents, answering questions about your calendar. These are genuinely useful things, but they are application-layer features. They live on top of existing software, not underneath it.

The governance model built around Copilot is real and not trivial to change. It is IT-managed, Microsoft 365-integrated, feature-centric: the acceptable-use policies, the data governance frameworks, the rollout playbooks, the vendor reviews, all built on the assumption that AI is a feature inside an application, governed by the same IT team that governs the application suite.

That governance model does not transfer cleanly to a runtime layer model. Governing autonomous agents, managing execution infrastructure, setting decision boundaries for systems that operate without human prompting at each step — that is a leadership-level architectural decision, not an IT configuration change.
